It's a non-stop freeway with 3 stops

The provincial government is all smiles about the wonderful 44km stretch of the ring road which opened today. Oh yes, they are quite proud. 12 interchanges plus a fly-over. Isn't that fantastic?

It would be. Except that this wonderful new freeway has 3 intersections with traffic lights. Oh, don't worry - these traffic lights will be replaced with interchanges by 2013.

Who is the genius who decided to build a ring road and not allocate enough money to completely finish the job? Whoever they are, they should be fired. Or made to direct traffic at the lights at Harvest Hills Blvd for the next 4 years.
