Remember the failed New Zealand 3-strikes-and-you-lose-your-internet law that was defeated? And the similar French one that was defeated? The EU almost slipped in such a law on behalf of the entertainment industry, but was defeated by a last minute drive to include a citizens' rights amendment which states that access to Internet is a fundamental right.
