I wonder why it's not working?

In Germany, owners of cars 9 years old or older are offered a $4500 incentive to get them off the road and buy a new one. In the US, their Car Allowance Rebate System will pay $4500 if you trade up to a car that gets 10 more mpg than the old car.

In Canada, our 'cash for clunkers' rebate amounts to a staggering $300. The Federal Environment Minister Jim Prentice said the program has not succeeded in getting as many clunkers off the road as hoped.
