A law that infringes and is moot at the same time

The federal government is about to introduce a law that would allow police to listen in on our online communications. This would force ISPs to allow the police to tap into their systems to access to our email, chat room conversations, etc. It appears this would all be conducted without warrants.

I'm guessing that as soon as the law is passed (assuming apathetic Canadians don't show their outrage toward it), all the 'gangsters, paedophiles and terrorists' will start using a thing called encryption. Which will render the authorities' new powers immediately and absolutely.... moot.
