Maybe the best war on drugs is no war at all

In 2001, Portugal tried something novel - they decriminalized the use and possession of marijuana and other illicit street drugs. Their theory - treatment and prevention instead of jail time for users would decrease the number of deaths and infections. Dealers are still jailed and fined depending on the crime.
