I bet it has more to do with California than Colorado

Check this out.

In the state of Colorado, the water that falls on your property in the form of rain - isn't yours to keep. That's right, collecting rainwater from your roof is against the law. It belongs to "farmers, ranchers, developers and water agencies that have bought the rights to those waterways."
