
Case in point - in the 1990s, the WHO conducted a huge study on cocaine use around the world and published its findings. Except that the US representative to the WHO basically said "publish the report and we cut our funding." And the report officially never existed from that moment onward. What did the report say? In part:
"Health problems from the use of legal substances, particularly alcohol and tobacco, are greater than health problems from cocaine use,” they said. “Few experts describe cocaine as invariably harmful to health."
