Walter Becker and Donald Fagen wrote this song for the 1978 movie FM, which takes place at an FM radio station. This story was the precursor to the TV series WKRP in Cincinnati. FM Radio was relatively new and i 1978, finally had more listeners in North America than AM. As the song points out, FM has a lot less static than AM. A big selling point of FM radio was its ability to take chances by playing lesser known bands and entire albums at a time. 'FM' was to 'WKRP' like "American Grafitti' was to 'Happy Days'.
Trivia: This was the first single release by the boys not to come from a Steely Dan album.
Additional trivia: The tag line "No static at all" not only refers to FM radio's superior sound quality, but is also slang for girls 'giving it up without hesitation' as it were. Donald Fagen, you sly fox.......

Well the name Steely Dan was a sly one as well. I LOVE Donald Fagan's voice.
